feat: Make ScheduleGettable.compile public

Explanation of changes

ScheduleGettable._compile has been made public.
It now also returns the CompiledSchedule

Motivation of changes

Previously it wasn't possible to plot pulse and circuit diagrams without running the schedule. Now that is possible with schedule_gettable.compile().plot_pulse_diagram(...)
