Add RFSwitchToggle Operation

Explanation of changes

Add a RFSwitchToggle operation and a rf_output_on flag.
Turning this flag on turns all complex outputs for RF modules off. (rf_output_on is False by default).
Once off the markers can be turned off for a given duration using the RFSwitchToggle operation.

Motivation of changes

Name "RFSwitchToggle" still up for debate. It's not a toggle, just a "turn this on for some duration".
