Fix pydantic model validation for SerialCompilationConfig

Explanation of changes

A fix for compilation using the new pydantic model.

Motivation of changes

The current pydantic models contain circular pydantic model definitions. In this case, the best way to deal with this is to rebuild the pydantic model.
