Fix thresholded NaN values in Qblox backend
Explanation of changes
The hardware in theory can return NaNs in place of thresholded acquisition values. It's mostly important for dummy devices. In this case, the data retrieval fails. This MR changes this behavior: we return -1 in this case, which is appropriate, since -1 can be never measured.
