Update gpio resmgr to support RPi5.

Update rpi_gpio resmgr to add RPi5 support:

  • moved code around to be able to support both RPi4 and RPi5
  • added code to autodetect which platform running on (rpi4, rpi5)
  • also added new command-line option to explicitly specify which platform running on.
