Pin setuptools to an earlier version

John Snowrequested to merge
jsnow/python-qemu-qmp:use_older_setuptools into main

This should hopefully get everything fully green again. I tested locally to ensure that the setuptools version pin was correct and produced metadata for v2.3, and filed a GitLab issue to help keep track of when I should lift this restriction.
