includes/current: Fix links to CoC and media policy when viewed from current year URI

The links to the media policy and CoC pages are relative but when the 'current.md' snippet is included in the current year's edition the links turn to be e.g.:

https://kvm-forum.qemu.org/2025/media-policy/

which doesn't work because such page doesn't exist.

Turn the links into 'root-relative' by adding the leading slash.

Beware that my username (pipo.sk) has a dot in it which makes certificate verification fail. Sorry for that.

Also note that the link will be broken in the above uri as the artifacts are not accessible from the server root.
