Remove the `local_distribution` function. Closes #42.

As mentioned in #42 (closed), this merge request removes the local_distribution function and its underlying functionality. This request supersedes !67 (closed) and instead intends for users to rely on the work in pypa/pep517@48 to support users that need metadata from unbuilt projects.
