Add linux/amd64 and linux/arm64 build

hello everyone, this mr changes docker image build using docker buildx instead for multiarch build. I want an arm64 build for easier and quicker testing with kubernetes setup that uses purelb and bird, this will also benefit to others who will be using arm in production with purelb and bird.
