Use alpine:3.21 for much smaller BIRD container, update BIRD to 2.16.1

Hello all!

We are happy users of purelb and we combine it with bird to use OSPF routing in our SDN. We successfully rebased and run your provided bird containers with Alpine Linux. The images are less than 25MB in size and work fine for us. Please consider to use them in your project.
