Hide mod log

Continuation of !461 (merged)

This needs a bit of rework. The global setting that was added effectively creates tiers of moderators (non-whitelisted, whitelisted, and admin moderators) which isn't desirable. Unfortunately I didn't spot this earlier.

The desired approach is a simple checkbox in site settings to select whether non-admin moderators can change the mod log visibility.
