Folders being backed up without ownership or permissions

Backup created of existing internal install, all options selected. Fresh install (also 21.06 Phosh) made on sd card, restore (all options selected) run on this new system.
After restore, the additional programs present in the earlier system aren't being added. Also, a number of programs are not working properly, with what appear to be problems with access to config or data files.
On comparing the tar.gz file produced by postmarketos-backup with a backup file I'd created earlier using tar on Ubuntu, I noticed that in the postmarketos-backup archive, files had ownership and permissions, but folders did not. (In the Ubuntu version, folders also had ownership and access permissions.)
On restore, all folders not already existing are given ownership by root and 755 permissions, even in the home directory, which may be causing (some of) the access problems.
