[huawei-y530] Add firmware-huawei-y530 package with wifi required files

For the huawei-y530 the echo sta > /sys/module/wlan/parameters/fwpath command in wcnss-wlan package is not necessary (file doesn't even exist). Added a simple check for file existence before doing the echo.
