pmbootstrap.py: Check which version of Python pmbootstrap is run with

This isn't super pretty code-wise, but I think it's good to do since otherwise people might run pmbootstrap with Python 2 or such and end up with strange errors they don't understand. Also, maybe I should set an exit status code? Do you have any suggestions regarding what number to put?
