Update KDE Frameworks to 5.46.0

I had to disable unit tests for breeze-icons, as it now fails due to a new icon not being in the scalable directory. Seems to be an upstream issue.

Everything compiles, and the Plasma packages which have build-time dependencies on the framework have had $pkgrel bumps.
