kde-frameworks/*: update to 5.51.0

For some reason KDoctools's CMake file moved to kdoctools from kdoctools-dev... Not sure why, but hopefully it'll be reverted in future versions. For now, I just added the kdoctools base package to the packages requiring it.

I've also updated Elisa to 0.3.0 (from a random Git commit) and plasma-phone-components to the latest version.

EDIT: Ok it happens with more packages now that after rebuilding them (either after updating them or using --force) their cmake files move to the base package from the -dev subpackage. This seems to be incorrect behaviour in abuild, and I want this fixed first, so please hold on merging this.
