Do not build in parallel, as there is currently a race condition that can cause the build to fail.

EDIT 2024-07-08: The upgrade to 6.1.2 was now reverted because plasma-workspace didn't build reliably and blocked the rest of the repository. I've rebased !5317 (merged) now in this MR. We still need to figure out how to fix the race condition, my guess is that we can probably force the file to be generated first, or maybe directly fix the cmake code.
