Improve support for milletwifi

The first 4 commits do general changes to the msm8226 kernel package, which may affect other devices. They're primarily adding functionality or moving things from y to m as needed. I don't think they will break other devices.

The last two commits enable additional functionality specifically for milletwifi: namely enabling GPS, Wi-Fi, & Bluetooth. These do require kernel changes, which are being added to the near-mainline kernel in https://github.com/msm8226-mainline/linux/pull/7. Currently the packaging for linux-postmarketos-qcom-msm8226 relies on versions, so this won't be fully usable by others until they release a new version.
