main/postmarketos-base: add regulator-haptic udev rules

Add rules for regulator-haptic, which is used on:

• samsung-e5/e7
• samsung-cprime/gprime
• samsung-j3/j5(x)

Note that regulator-haptic is not supported on some devices yet, and samsung-e5 is not ported at the moment.
