Use the new community kconfig check option added in pmbootstrap!2204 (merged) and require for all community/main devices as intended.

~~WIP:~~ ~~Needs pmbootstrap MR merged.~~ ~~Then commits cleaned up somewhat (probably squashing the first 3 together) and bumping pkgrels.~~
