main/postmarketos-welcome: upgrade to 0.6.0

Updates to the latest postmarketos-welcome that has a new welcome message showing the new Phosh 0.20 gestures. The autolaunching has been reworked to use a marker file instead so the welcome screen can be shown again when important content changes have happened.
