cross/binutils-*: upgrade to 2.39-r1

Generated with modernized aportgen binutils code in pmbootstrap!2199 (merged) (it didn't build anymore with previous aportgen code).

I've done a simple hello-world build for aarch64 with the generated binutils-aarch64 and that works. It seems like this upgrade should work fine, but if somebody else wants to build something more complex with this it would be nice. Otherwise let's merge this tomorrow or so.

Fixes the failing upstream compat test.
