Draft: main/postmarketos-mkinitfs: wait for boot partition

In its current state this MR is completely untested, hence the draft prefix, it should be identical to the version posted in #1504 (closed) but I don't have time to test that for a bit.

It needs to be tested on devices other than google-nyan-big, including ones that already boot without it, to ensure nothing breaks.
