Draft: temp/dino: Added notification sound flag for incoming messages

Anomnomnomous requested to merge Anomnomnomous/pmaports:dino into master

Added the flag needed so it will compile in the plugin needed for notification sounds for incoming messages, which is especially desirable on a smartphone setup. Still won't add a notification sound for incoming calls, though.
