linux-postmarketos-rockchip: upgrade to 5.13, enable nftables
- upgrade the linux-postmarketos-rockchip kernel to 5.13
- enable nftables support for the kernel kconfig
- add module to initfs for the PBP so that keyboard/touchpad work on 5.13
