Settings -> Region & Language is ignored by cal, gnome-calendar, gnome-clocks

The Format selection in Settings -> Region & Language appears to be ignored by some other applications.
What's the expected behaviour?
When setting the Format in Settings -> Region & Language to "Netherlands", and add in Clocks (gnome-clocks) a new Alarm, I expect the list of weekdays behind "Repeat" to start with Monday. I also would expect the command line tool "cal" and gnome-calendar's Month view to list Monday on the first column to the left.
What's the current behaviour?
When setting the Format in Settings -> Region & Language to "Netherlands", and add in Clocks (gnome-clocks) a new Alarm, the list of weekdays behind "Repeat" to starts with Sunday. Likewise, the command line tool "cal" and gnome-calendar's Month view list Sunday on the first column to the left.
How to reproduce your issue?
- Set the Format in Settings -> Region & Language to "Netherlands".
- Add in Clocks (gnome-clocks) a new Alarm and observe.
- Open a terminal.
- Type "cal" and hit return and observe.
- Open gnome-calendar.
- Switch (if needed) to Month view and observe.
