Fixes for localed in alpine/pmOS

A couple of paths are hardcoded to places different to what we want[1]. Additionally, the update-env binary is a Gentoo-only thing, that we don't have and was preventing the daemon from updating the locale and working correctly. It works fine now, which makes tinydm!14 (closed) unnecessary.
