feat: add enterprise flag features

Description

Add flags for Enterprise features.

Changing these options confirms that a user have an active subscription to Postgres.ai Platform Enterprise Edition.

Examples

/bin/joe --quota-limit 10 --quota-interval 60 --audit-enabled
