docs: Update references to DBLab 4.0.3 and DOCKER_API_VERSION to 1.44

Updates documentation to reference DBLab Engine v4.0.3.

This change updates the hardcoded version numbers in the documentation to reflect the latest release. Specifically, it updates:

  • Links to example configuration files in the GitLab repository.
  • The postgresai/dblab-server Docker image version used in example commands.
  • DOCKER_API_VERSION to 1.44.
