Draft: draft (engine): without "exit-on-error"

Description

this is a temporary solution, not for merging.

Also, there is a goal to make dumping/restoring as flexible as possible #361 (closed)

• delete "exit-on-error" option
• increase the number of health check attempts (from 15 to 150)
