Rework LICENSE files

licenses-rework into master

Since now DLE repo includes some parts that are not OSS (namely, the code for the Platform UI), we need to make it visible and transparent.

  • ./web/packages/platform is not AGPLv3 (not OSS), and this is the only non-OSS part of the repo right now.
  • everything else is
  • add some notes and links for better understanding
  • switch to "2018-present" for copyright years
