Consolidates 20 of 21 Dependabot PRs from the GitHub mirror into a single MR.

Summary

  • Go deps: aws-sdk-go-v2, gorilla/websocket, docker/cli, rs/xid, golang.org/x/oauth2, otel/sdk
  • Docker: docker 27.5→29.3, golang 1.24→1.26, nginx 1.17→1.29, node 16→22
  • UI npm: byte-size 8→9, clsx 1→2, eslint-plugin-cypress 2→6, plus lockfile updates
  • GitHub Actions: checkout v2→v6, codeql-action v1→v4

eslint 8→9 deferred (requires config migration).
