Fixed windows deployment again so that the various windows fixes in 2.5.4 can actually be used.
Found an odd bug with the TMPDIR which only occurs on one particular prefix.
Updated setup.py to block the latest versions of python-sat which are incompatible due to a regression (fixes #387 (closed)).
