Implemented moving packages via profiles/updates

Closes #57 (closed).

I'd implemented this a while ago on an earlier version of !225 (merged) and didn't want to bother backporting the changes to the current master.

This needs to be documented (fairly simple, just a move oldatom newatom in profiles/updates/#Q-YYYY).
