Get ID reader and Task ordering out from the "in development" section of the sidebar

Have moved "task-reordering" and "run id reader" from the indev section of the sidebar and put them into "progress - marking/id task overview" where they both appear as new buttons at the bottom of the page.

Also - have tweaked ID progress to show any predicted IDs if the task is "to do" or "out". Required minor service hackery.
