Replace bundle_timestamp with bundle_id in urls and many assoc functions

  • remove timestamp from all scan urls and replace with pk
  • remove timestamp from all manager urls
  • replace timestamp in filename with pk
  • add typing to all (or very nearly all) the functions in Scan
  • fix #2621 (closed)
