Checking concessions in seatbelting

Re #1786 (closed): this feature takes a list of student IDs which have been given concessions and checks if any of these IDs have been associated with exams in the database.

Future updates:

  • combine this with check_completed.py
  • make option to generate/enter concessions list in manager tool as opposed to manually creating .csv
