Use macOS 11 for upcoming release

TODO

  • Build 10.14 and 10.15 macOS Client binaries again.
  • `ensure all except 10.13 build (10.13 blocking on #1664 (closed)). All currently failing except 11.
  • disable 10.13 temporarily
  • disable 10.15 temporarily
  • change release job to use 10.14
  • Look into how to leave a job in the .gitlab-ci.yml but disable it.
    • or just comment it out!
    • when: manual seems very nice! Doesn't play nice with if: though.
