feat(traffic): reach APT controllers bound to the FTDI D2XX driver

Closes #67 (closed) (option 1 from the issue; for 0.6.0).

  • New plesty/lib/traffic/apt_d2xx.py: D2xxPort (serial-like adapter over ftd2xx: 115200 8N1, purge, reset, RTS/CTS), list_devices() (opens nothing). A missing package or DLL reads as "no D2XX".
  • AptTrafficManager: a serial number with no COM port → d2xx:<serial>; d2xx:<serial> forces D2XX; no address and no APT port → the single D2XX device matching SERIAL_PREFIX (two → refused, give the serial). Preflight lists d2xx:<serial> beside the ports; a held device says to close Kinesis.
  • BaseAptDevice.SERIAL_PREFIX passes through, so a module sets one class attribute.
  • New extra d2xx = ["ftd2xx>=1.3.8; sys_platform == 'win32'"]. An APT module adds plesty-lib[d2xx].
  • Port names and COM ports behave as before; existing tests unchanged, 11 new ones with a fake ftd2xx.
  • Docs: docs/device/traffic_manager.md address table.

Not yet tried on hardware: worth one run of K10CR1 or KST201 on the Kinesis PC. plesty-kst201 can then drop d2xx.py and its manager subclass.
