feat(experiments): a run starts only the devices its configuration uses

Bench side of plesty-lib#62 (closed) (plesty-lib!48 (merged)).

  • Manifest chooses_devices → the bench runs python -m <module> --devices --config <run config> before serving.
  • check_shared_disk and serve_experiment_devices cover only those devices and their benches; an unused device's <DEVICE>_ADDRESS is not required.
  • A module that does not choose gets every device, as before.

Test: an in-place config serves only spec on its bench while the camera bench is not set up at all; every device would be refused for it.
