feat: run table dates, and renaming a run before it starts (#30, #27)

Feature batch for the next minor version, one commit per issue (no squash).

  • #30 (closed) — Times in the run, device, job and report tables now read YY-MM-DD,HH:MM:SS in local time instead of only HH:MM:SS, so a run that crosses midnight can be read correctly. The text still sorts in time order.
  • #27 (closed) — A run's configuration dialog (double-click its row) now starts with a Run name field.
    • Before the run starts, changing the name and saving renames the run before anything else is saved. Its directory moves together with its configuration, any duplicate of it follows the new name, and the row stays selected.
    • Names are checked the same way Create run checks them. A name an earlier, deleted run had is also refused, because that run's log would show up as this one's.
    • A started run keeps its name, and the field is read-only.
    • The Create run fields are relabelled Experiment name and Run name.

Tested on macOS by the user. plesty check passes, as do all 659 tests.

#30 (closed) and #27 (closed) stay open until they are tested on Windows.
