Abuse Log: return maximum ID from `prepare_abuse_log`

Today, we had this happen on the Undertale Yellow Wiki: Constantly repeating messages with 'Kuoddo triggered Global AF - Wall of text spam, performing the action "Edit" on User:Kuoddo - action taken: Disallowed the action.' It appears that the abuse filter log entries are returned out of order from the API. This merge request is supposed to fix that issue, by returning the maximum ID from prepare_abuse_log.
