Draft: Add and use RK3399-T OPP tables

Note: we're still waiting on a response from Rockchip about the actual tables to be used. For now this truncates and clamps the existing RK3399 tables.

What was done

  • Build
  • Boot on Pinephone Pro with extlinux.conf-compatible boot

Then verified under /sys that frequencies are as expected for max:

  • grep . /sys/devices/system/cpu/cpu*/cpufreq/cpuinfo_*freq

Help wanted

I don't think I have the energy and time to get this through to mainline Linux. I guess this should be part of the initial wave of patches sent to upstream anyway?
