Various charging fixes v2

Anjandev Momi requested to merge anjandev/linux:ppp-charging into pine64-kernel-ppp-5.16.y

This MR is basically MR !30 with @a-wai's suggested patches applied. I have tested charging my pinephone pro with the kernel this code builds and it works extremely well - when plugged in, the pinephone no longer drains battery and actually charges up. This allows people to actually plug their phone into their wall and develop to their heart's content rather than have the battery drain EVEN when the phone is plugged in.
