SuperLU_DIST: update to version 6.3.0

Barry Smith requested to merge barry/fix-superlu_dist-py-for-gpus into master 
SuperLU_DIST.py GPU code currently requires OpenMP

Remove -download-superlu_dist-gpu option and use --with-cuda=1
