Additional PIC support and update to ts ex27

Extended the PIC interface to work more closely with the recent KS test interface. Additionally, common constants for use in conjunction with these tools have been added in the header swarmpic_constants.h. ts/tests/ex27.c has been updated to use these interfaces and perform a KS test in addition to the application of particle collisions, with updates to relevant testing options
