test instance httpd: Operation not permitted: AH00480: ap_thread_create: unable to create worker thread
Summary
test instance is running into somewhat random instances where 2-3GB of storage is being used in a redeploy, that wasn't before, leading to elasticsearch diskspace warnings to be thrown for a short period of time. The real issue though is that apache won't start, and it doesn't appear to be because of diskspace - rather it might be a limits setting.
Noting this as it might be a canary in the coal mine, as this instance has the most redeploy's of any others.
