Redesign settings for access rights and add extensions for room password

Lukas Weingarten requested to merge room-password-settings into master

Room-password: Add extensions for set the password for a room, join a password protected room and sharing a room which is protected.

Redesign: Use more general setting section which can also be used by further privacy or access right settings. Redesign adding and managing of added users.
