Draft: Encode content group names in navigation URIs

Daniel Gerhardt requested to merge encode-content-group-names-in-navigation-uris into master

Content groups containing a slash '/' could be created but navigation to views for this group failed. There might be more special characters which might have caused issues. Therefore, the name is now encoded when used in navigation URIs.
