Improve content stepper navigation

Show steps for all contents in participants content carousel

Include locked contents in stepper header items but disabled. Use ContentWaitingComponent to display locked contents.

Improve stepper header UX

Use mat icon buttons for steps, cleanup styling and use variables for consistency.
